Olorungbebe explained that the action was prompted by Ikeja Electric’s refusal to implement a binding resolution issued by the Nigerian Electricity Regulatory Commission (NERC). The resolution required the company to split a Maximum Demand (MD) account into 20 individual non-MD accounts—one for each of 19 residential units and one for the service connection—and to properly meter and connect each unit.

Despite multiple meetings, formal correspondences, and a Compliance Notice issued by the FCCPC in October 2025 with a seven-day ultimatum, Ikeja Electric allegedly failed to act. The complainant has reportedly been without power for over two and a half years, despite meeting all financial and procedural obligations, leaving the 19 residential units uninhabitable.

Citing its authority under Sections 17, 18, 124, 150, and 155 of the Federal Competition and Consumer Protection Act (FCCPA) 2018, the FCCPC said the sealing was necessary after all avenues for voluntary compliance were exhausted.

Olorungbebe emphasized that the action was carefully measured, with the control room deliberately exempted to avoid disruption of electricity supply to other customers. “The seal will remain until the company fully complies with the directives of both NERC and the FCCPC and submits verifiable evidence of compliance,” she stated.

On the illegal constructions, Wike explained that the plots were originally allocated on March 18, 2008, to various diplomatic missions for residential use. However, an illegal developer seized the land and began construction without approval from the Federal Capital Development Authority (FCDA).
