Rivers Assembly Speaker Slams Fubara: “State Has Never Had It This Bad”

According to Nivo News, Amaewhule, addressing the House during plenary on Thursday, accused Fubara and his Deputy, Ngozi Nma Odu, of undermining democratic governance and the authority of the legislature. He described the current administration as a threat to constitutional order in Rivers State.

The Speaker expressed concern over the state’s failure to present the 2026 Appropriation Bill, noting that Rivers State is reportedly the only state in Nigeria—and possibly in West Africa—that has yet to present a budget for the fiscal year. “It is unbelievable that in the 21st century, a state like Rivers has neither presented nor passed an appropriation bill for 2026,” he said, adding that the Assembly would send a formal letter to the governor and his deputy within seven days detailing its concerns.

Amaewhule further accused Governor Fubara of allegedly boasting to supporters that the House of Assembly is powerless, reportedly referring to lawmakers as “toothless bulldogs” incapable of enforcing the constitution. He described the situation as “a sad commentary for Nigeria’s democracy,” stressing that the governor and his deputy have shown a disregard for due process and democratic norms.

The Speaker warned that the continued failure to uphold constitutional responsibilities could have serious implications for governance in the state.
