BPSR And PenCom Drive Efforts To Simplify Pensions With IPPIS IntegrationThe Bureau of Public Service Reforms (BPSR) and the National Pension Commission (PenCom) have announced efforts to enhance pension management and facilitate a smoother transition for retiring public servants. Both agencies discussed addressing gaps in the pension system by integrating PenCom’s pension system with the Integrated Payroll and Personnel Information System (IPPIS), a government initiative designed to streamline personnel and payroll data management.

A statement from BPSR’s spokesman, Aliyu Umar, noted that the Director-General of BPSR, Dasuki Arabi, stressed the significance of ongoing reforms within Nigeria’s pension system.

“The management of retirees’ pensions within the National Pension Commission’s scope is sensitive and complex,” Arabi said.

He further outlined the challenges faced by the pension system before the establishment of PenCom in 2004, particularly the outdated defined benefits scheme that led to delays and the build-up of pension arrears.

Arabi highlighted BPSR’s advocacy for the adoption of the Contributory Pension Scheme (CPS), which replaced the former system.

“The CPS ensures that both employees and employers contribute to pension funds, promoting a more sustainable pension framework,” he explained.

BPSR has also been active in organizing forums and discussions to address emerging challenges in the pension sector.

PenCom’s Director-General, Omolola Oloworaran, emphasized the need for continuous reform to tackle new challenges in pension management, particularly in disbursements and technology integration.

“We are encountering fresh issues in pension administration and management,” she said, highlighting the evolving demands of the sector.

Oloworaran noted that IPPIS has streamlined the transition of retirees from salary to pension, reducing bureaucratic delays.

“How can we further deepen the integration of IPPIS with our pension system? As we developed IPPIS, we ensured a mechanism that allows for automatic and electronic transitions from salary payments to pensions,” Oloworaran stated.

She also advocated for a comprehensive approach to pre-retirement training for civil servants, citing data showing that over 40% of public servants pass away shortly after retirement.

“We need to address this issue by preparing civil servants years in advance of retirement, ensuring they have pathways and skills to transition smoothly into post-service life,” she added.

Oloworaran concluded that bridging this gap is essential to building a more resilient pension system.

The company, Carry Heavy Industry Limited (CHIL), located in Moloko-Asipa near Abeokuta, was shut down for violating Section 2b(a) of the OGWAMA law, which prohibits individuals and industries from burning waste.

The Special Adviser to the Governor on Waste Management, Farouk Akintunde, who confirmed the development on Sunday, said the agency had no choice but to close the facility after repeated warnings to its management to engage government-approved Private Sector Participants (PSP) for proper waste disposal instead of burning.

He explained that the company’s actions resulted in air pollution from toxic emissions, posing health risks to workers and nearby residents.

Akintunde, who also serves as the Managing Director of OGWAMA, stressed that such practices are unacceptable to the state government, which prioritises the health and wellbeing of its citizens.

He added that the facility will remain shut until it complies with environmental regulations by registering with approved waste PSP operators or risks further legal sanctions.

Meanwhile, the agency also issued a warning and imposed sanctions on Camellin Industry Limited, located along the Sagamu Interchange on the Lagos-Ibadan Expressway, for a similar offence.

According to Akintunde, the company was found guilty of illegal waste burning, which endangers both employees and the surrounding environment, and its management has been summoned for further action.
