CBN Governor, Olayemi Cardoso, made this clarification on Friday during a hearing by the House of Representatives’ ad-hoc committee. The committee is investigating the reasons behind the exit of the staff and how the N50 billion severance package for them was calculated.

Cardoso, represented by the Deputy Director of Corporate Services, Bala Bello, explained that the departures were part of the CBN’s Early Exit Program, which allows staff to leave voluntarily with full benefits.

He further emphasized, “The Early Exit Program, Restructuring, and Reorganization are measures used to optimize the performance of the bank by ensuring that employees are matched to roles that best suit their skills.”

Cardoso highlighted that the program was entirely voluntary, stating, “No one has been forced to leave, and this is not a mandatory program. It is designed to provide options for those who choose to depart.”

He also noted that such restructuring programs are common both globally and locally in both private and public sectors.

Cardoso explained that staff stagnation can occur when there are no available vacancies for promotion. He cited the issue of having too many directors for a limited number of departments, which could create bottlenecks and hinder career progression.
