The speaker expressed the importance of a bureaucracy well-equipped to guide new members and ensure their competence and reliability. To address this challenge, Abbas has engaged with technical partners, civil society organizations (CSOs), and donor agencies to provide technical support aimed at enhancing the National Assembly’s capacity.
He expressed his desire for the establishment of a Legislative Aides Corps, composed of professionals and resources, to serve members consistently across election cycles without the need to assemble new aides each time. Abbas urged the commission to create a dedicated directorate with qualified personnel to drive this vision and improve legislative practices.
Additionally, Abbas stressed the necessity of a functional scheme of service and a defined line of succession, particularly for the office of the Clerk to the National Assembly, to ensure seamless transitions.
Chairman of the NASC, Engr. Ahmed Kadi Amshi, commended the speaker’s experience as a public officer and legislator, expressing confidence that he would lead the House to greater heights. Amshi also noted the suitability of Deputy Speaker Hon. Benjamin Okezie Kalu, highlighting that the selection of principal officers bodes well for the citizens of Nigeria through the National Assembly’s legislative functions.
